You've got to hand it to New Yorkers for pulling out all the stops outfit-wise when (a) the humidity is waging war on hair and makeup everywhere and (b) the remnants of Tropical Storm Hanna are fast approaching. Forget throw-on-and-go dresses - we're talking layers upon layers, graphic tees tucked into skirts, socks with heels, neon shades, and a particularly insane pair of Chloe shoe boots. OK enough talk.
